Past few days, I was bored and looking for some online flash photo gallery maker.
I found this wix.com which it is quite a nice flash apps.
Although the editor is in full flash and quite laggy, but it did the job well.
I just made my own photo album out of it.
They have several templates for you to choose, but other than these templates, you may not create the templates yourself.
There is pros and cons, but it is free.
