Nowadays, we can see a lot of people is spending a lot of money to purchase links from those high PR sites in order to get more traffics from these high PR rank sites.
But to be honest, spending money is not always the best choice as you can also do it free.

And if you read their TOS, there is some hidden rules stated that they are having the rights to not place your link if they think it is inappropriate even though you had already paid them. And when you read properly, they did not mention what means inappropriate for them. So basically, any website that they think inappropriate, they will just ignore and just keep the money without refunding it to you. For these type of link selling websites, you can called them as scam.
